Titanium dioxide is a brilliant white pigment. In food it made icing, chewing gum, sauces and coated sweets look opaque and white. In cosmetics it does the same job, and in sunscreen it is a mineral UV filter.
It is on this site because it is the clearest worked example of something this site keeps insisting on: evidence moves, and when it does, regulators act.
What changed
EFSA re-evaluated the additive in 2016 and again, at the European Commission’s request, in 2021, taking in all the new data since. The 2021 assessment looked at thousands of publications and a toxicity study commissioned specifically for the question.
The conclusion was that a concern for genotoxicity, meaning damage to the genetic material of cells, could not be ruled out. Because of that, the panel could not establish a safe level of daily intake. And an additive with no establishable safe intake cannot be considered safe as a food additive.
The European Commission and member states then agreed to remove all uses of E171 in food.
Note the shape of that. It is not that harm was demonstrated. It is that a specific concern could not be excluded, and without being able to set a number, the honest regulatory answer was to stop. That is a different thing from a scandal, and it is a good illustration of what a precautionary decision actually looks like when it is made properly.
Two regulators, two answers
This is the part people find confusing, and it deserves a straight explanation rather than a conspiracy.
In the EU, E171 is no longer permitted in food.
In the United States, titanium dioxide remains permitted as a colour additive in food.
Different regulators weighed the same uncertainty differently. That happens, it is not evidence that one of them is corrupt, and the practical consequence for a shopper is that the same product can be reformulated for one market and not the other. If you are reading a US label, E171 may still be in there; if you are reading an EU one, it should not be.
Cosmetics and sunscreen are a separate question
The EFSA conclusion was about eating it. Titanium dioxide in a sunscreen or a cosmetic is a different exposure by a different route, assessed under different rules, and it is a well-established mineral UV filter.
Conflating the two would be exactly the mistake this site is built to argue against, so: a food decision does not automatically transfer to a bottle of sunscreen. The reasoning is in hazard versus exposure.
On a cosmetic label look for CI 77891, which is the colour index name.
Why it is on the page for parents
Not because children are uniquely at risk from it, but because it was concentrated in the products children eat most: brightly coated sweets, icing, chewing gum. If you are reading labels for a small child, this is a name worth recognising, and the page for parents puts it in proportion against the things that matter more.
