Is talc tested for asbestos?

A statutory requirement, a proposed rule, and a withdrawal, leaving the testing where it was: up to the manufacturer.

The sequence

December 2022. The Modernization of Cosmetics Regulation Act required FDA to establish and require standardised testing methods for detecting and identifying asbestos in talc-containing cosmetic products. This was a direction, not a suggestion.

December 2024. FDA issued a proposed rule setting out the methods manufacturers would have to use, together with corresponding adulteration provisions.

November 2025. FDA withdrew that proposed rule, “in response to comments received during the comment period for the proposed rule that warrant further consideration and assessment prior to issuing final regulations”.

The statutory obligation survives the withdrawal. The rule that would have implemented it does not exist.

Why a required method matters more than it sounds

The question is not whether anybody is looking. It is whether everybody is looking the same way.

Detecting asbestos in talc is technically difficult and different analytical methods have different sensitivities. Without a required method, one manufacturer’s clean result and another’s are not comparable, and neither is verifiable by you. Standardising the method is the thing that turns “we tested it” into a statement with content.

That is why Congress asked for methods rather than for a limit. There is no useful limit to set: FDA records general agreement among US federal agencies and the World Health Organization “that there is no established safe threshold for adverse health effects from asbestos exposure”.

Why the contamination question exists at all

Geology. FDA states that asbestos “is found in the same rock types that host talc deposits”, and so may be found in commercial talc mines and “may be inseparable from talc in the mining process”.

Not a hygiene failure that better factories fix. The minerals form together, so the question is which deposit was mined and how carefully the material was checked.

What the existing regulation covers

There is a talc entry in the colour additive rules, and its silences are informative. It sets limits for lead, at not more than 20 parts per million, and arsenic, at not more than 3 parts per million.

Asbestos is not among them. That regulation dates from 1977.

What you can actually do

Prefer cornstarch for loose powder. The inhalation route is the one the historical concern is built on, and cornstarch powders do not raise the question.

Treat a brand’s own testing statement as real but voluntary information. A company that names its method and publishes results is telling you something the regulatory system does not currently require it to tell you. That is worth more than a general reassurance.

Keep the two uses apart without pretending one is fine. Loose powder and a pressed eyeshadow are different exposures, which is not the same as saying one of them has no question attached.
