Fats go rancid. Antioxidants slow that down, which is why BHA is in cereals, crisps, chewing gum, lard, dehydrated potato and a great many cosmetics.

It is also on a US government carcinogen list, and has been since 1991. Those two sentences are both correct, and holding them together is the whole point of this page.

What each document says

The Report on Carcinogens, produced by the National Toxicology Program, lists BHA as “reasonably anticipated to be a human carcinogen based on sufficient evidence of carcinogenicity from studies in experimental animals”. The studies it cites found “benign and malignant tumors of the forestomach (papilloma and squamous-cell carcinoma) in rats of both sexes and in male mice and hamsters”.

The food additive regulation permits BHA, alone or in combination with other antioxidants, in named foods at specified levels.

Neither document is wrong. They are answering different questions, and a listing is not a ban.

The detail that does the work

The tumours were in the forestomach.

Rats, mice and hamsters have one: a non-glandular chamber at the entrance to the stomach where food sits before digestion proper. Humans do not have this organ at all.

That is not a trivial footnote and it is not a dismissal either. It means the finding is real and its route into a human is not obvious, which is exactly the position where honest people disagree. The NTP category itself says so in its own wording: reasonably anticipated, on animal evidence, rather than known to be a human carcinogen.

Why this page sits beside Red 3

Put the two together and the pattern becomes visible.

Red 3 was revoked from US food in 2025 because a statute, the Delaney Clause, admits no exceptions once cancer is found in man or animal, even though FDA’s own finding described a rat-specific mechanism.

BHA has an animal carcinogenicity listing and remains permitted, because BHA reaches the market under provisions where that statutory trigger does not operate the same way.

Same underlying situation, opposite outcomes, and the difference is legal machinery rather than biology. Regulatory status is a record of decisions and their timing, not a running summary of the science, which is the argument the guide to E numbers makes and which this pair demonstrates better than anything else on the site.

What is genuinely actionable

If you would rather avoid it, the label makes that straightforward: BHA is always declared, and the alternative most manufacturers reach for is Tocopherols, the vitamin E family, which does the same job from a different chemistry.

On skin, BHA in cosmetics is a preservative-adjacent antioxidant rather than an active, and it is worth not confusing with beta hydroxy acid, which is also abbreviated BHA in skincare marketing and is a completely different thing: that is Salicylic acid.
