Is BHA banned in food?

An ingredient on a national carcinogen list and an approved additive list at the same time, and what that combination actually tells you.

What each one says

The Report on Carcinogens lists BHA as “reasonably anticipated to be a human carcinogen based on sufficient evidence of carcinogenicity from studies in experimental animals”, describing tumours of the forestomach in rats, mice and hamsters.

The food additive regulation permits BHA, alone or with other antioxidants, in named foods at specified levels.

Neither has been withdrawn. They are answering different questions: one classifies a hazard, the other authorises a use.

Listing is not banning

A carcinogen listing is a scientific classification produced by a review programme. It carries no authority to remove anything from sale, and it is not intended to.

Whether an additive stays on the market is a separate decision under a separate statute, made by a different agency on evidence that includes how much people are actually exposed to. That gap between what a substance can do and what a given dose does is the whole subject of the guide to hazard and exposure, and BHA is its clearest live example.

The organ that is not there

The tumours were in the forestomach. Rats, mice and hamsters have one, a non-glandular chamber where food waits before digestion proper. Humans do not have this organ.

That does not make the finding irrelevant and it does not make it decisive. It makes it a real result whose route into a human is unclear, which is precisely the territory the phrase “reasonably anticipated” was written to describe.

Compare it with Red 3, which was revoked

Red 3 was removed from US food in 2025, and FDA’s own finding described the mechanism behind the rat tumours as one that does not operate in humans. It was revoked anyway, because the Delaney Clause forbids approving any additive found to induce cancer in man or animal and admits no exceptions.

So: one substance with animal cancer evidence and a species-specific mechanism, revoked. Another with animal cancer evidence and a species-specific organ, permitted. The difference is which statutory provision each one sits under, not which one is more dangerous.
