This page exists because something actually changed, which does not happen often in sunscreen regulation.

On 10 June 2026 FDA announced a final administrative order amending the over-the-counter sunscreen monograph “to add bemotrizinol at concentrations up to 6 percent as a sunscreen active ingredient”. A product containing it is generally recognised as safe and effective if it meets the monograph conditions.

Bemotrizinol had been in use in Europe, Australia and Asia for more than twenty years before that.

Why the twenty year gap

Not because anyone found a problem. Because of how the two systems admit new ingredients.

European sunscreen filters are regulated as cosmetics, and a new filter is added to an annex after a safety assessment. American ones are regulated as over-the-counter drugs under a monograph, and getting into that monograph has historically been slow enough that the last substantive additions predate most of the products on the shelf.

This is the nobody-applied case from the page on ingredients whose status differs by market, running in the direction that gets discussed least: the US had fewer options for reasons of process, not caution.

What it does differently

Three properties matter, and each addresses a specific complaint about the filters that came before.

It covers both bands. The molecule was designed around a triazine core supporting a conjugated aromatic system that absorbs UVA and UVB, so one ingredient does what previously took two.

It is photostable. It “retains integrity after UV exposure, outperforming avobenzone, which degrades without stabilization strategies”. Avobenzone is the American UVA workhorse and its photolability is the reason Octocrylene is in so many bottles. A filter that does not break down does not need a bodyguard.

It is large. Molecular weight 627.8, against 310.4 for avobenzone and 228.2 for oxybenzone. The long-recognised 500-Dalton rule predicts that molecules above that size have limited ability to cross the skin barrier, and this one is well above it.

That third point is the one that speaks to the absorption findings that made the news in 2019. The reason Oxybenzone reached high plasma concentrations is partly that it is small and relatively polar. Size is not a guarantee, but it is a mechanism, and it is a better argument than an absence of studies.

The honest limits

It is new here. Twenty years of use elsewhere is meaningful evidence and it is not the same as twenty years of American post-market surveillance. Nothing in this page says otherwise.

Six percent is a ceiling. The monograph permits up to 6 percent. A product may contain considerably less, and the ingredient list will not say which.

Availability lags approval. A final order in June 2026 does not put products on shelves immediately. Reformulation, testing and manufacturing take their own time.

For children

The clinical interest in this filter is largely paediatric, and the reasoning is worth following because it is not about danger.

Children have a higher surface area to body weight ratio, they get more of their lifetime ultraviolet dose early, and adherence is the whole game: a sunscreen that is not worn protects nobody. Mineral filters like Zinc oxide avoid absorption questions entirely and leave a white cast, which is the single most cited reason people stop using them.

A photostable, broad-spectrum, poorly-absorbed filter that is cosmetically acceptable is aimed exactly at that trade. Whether it delivers on it is a question for the products, not for the molecule.
